Community Finance Examination

Ahmed Mahfoudh Chartered Accountants & Auditors brings more than 13 years of UAE financial experience to independent financial reviews. I focus on the questions that matter to an Abu Dhabi owners association: what owners were charged, what was collected, where funds were spent, and whether the records support the balance reported. The work can cover residential towers, mixed-use communities, and owners associations with multiple common-area cost categories. Findings are based on records reviewed, not assumptions about property management practices.

Follow The Money Through Records

Committees often receive summary reports without seeing whether the underlying collections, payments, and approvals were properly supported.

Collections are checked against records

I compare service-charge demands, owner collection records, bank deposits, arrears schedules, and the association’s accounts for selected periods. This helps show whether reported income is supported and whether outstanding balances are being recorded and followed up consistently.

Spending is tested at source

Selected costs are traced through invoices, contracts, approval records, payment evidence, and accounting entries. This is particularly important for maintenance, security, utilities, cleaning, and management costs that make up a material part of service-charge spending.

Owners receive plain findings

The report explains the financial point, evidence reviewed, and why it matters to the association. A variance or missing document is not presented as wrongdoing without proof; it is identified clearly so the committee can request clarification or improve the control.

Strata Audit Questions In Abu Dhabi

Useful answers on service charges, reserve funds, owner records, timing, and audit findings.

What does a strata audit cover?

A strata audit independently reviews an owners association’s financial records, including service charges, collections, operating expenses, bank balances, and reserve funds. The exact scope is agreed before records are requested.

Is a strata audit required annually?

The frequency may be set by the association’s governance documents, management agreement, owner requirements, or relevant authority rules. A 12-month review period is commonly used because it covers a full financial and service-charge cycle.

What are service charges used for?

Service charges usually fund common-area operating costs such as security, cleaning, maintenance, utilities, insurance, and community management. In Abu Dhabi, increases or new service charges require prior approval from the Department of Municipalities and Transport.

What is a reserve fund?

A reserve or sinking fund is money set aside for future major repair, replacement, or capital costs. It should be recorded separately enough for owners and committees to identify its balance and movements.

Which records will the auditor need?

Records can include budgets, owner ledgers, invoices, supplier contracts, bank statements, reconciliations, reserve-fund schedules, meeting minutes, and approval records. Bank reconciliations help confirm that accounting balances agree with bank statements.

Can supplier costs be checked?

Yes. Selected supplier payments can be tested against invoices, contracts, purchase approvals, and bank evidence. The audit does not decide whether a commercial price was reasonable unless that specific review is included in the agreed scope.

What happens if a variance is found?

The variance is reported with the records reviewed and the explanation available from management or the committee. A variance may arise from timing, budget changes, incomplete records, or an error, so it should be investigated before conclusions are drawn.

Does an audit resolve owner disputes?

An audit provides evidence about the financial records; it does not determine legal disputes between owners, managers, or suppliers. A dispute involving service-charge approval or contractual rights may require separate legal or regulatory advice.

How is a strata audit priced?

Fees reflect the number of units, bank accounts, suppliers, cost categories, financial periods, and documents involved. A community with several funds or multiple buildings generally requires more testing than a single-tower association.
